United Pacific Collection Agency is incorporated in both the Territory of Guam and the Commonwealth of the Northern Mariana Islands ("CNMI"). The company was established to satisfy the growing demand for professional collection services.

Management & Staff

United Pacific's staff has more than thirty years of combined experience in billings and collections. They are a unique group of individuals who work together as a team to make this company the largest collection agency in Guam and the CNMI.

We currently operate out of two offices: the main office in Guam and a satellite office in Saipan. United Pacific retains a total staff of fifteen (15) collection officers, and five (5) clerical and research staff in Guam and Saipan. Additionally, our management team is comprised of five (5) members for both Guam and Saipan. Each member of management brings unique professional experiences to the fold, creating a varied background in credit and collections, business, finance, administration and fieldwork. A brief resume of each member of management is included below:

Roland D. Sablan, Guam - General Manager

Roland Sablan started his career in Collection business in 1995 and has worked with three different collection agencies before joining UPCA in 2004. He started as an In-House Collector and has since worked his way towards being Field Collections Manager, then as Operations Manager. Because of his strong leadership qualities and job competence, he was finally appointed to his current position as the General Manager. As Field Collection Manager, he oversees the entire relationships of UPCA with financial institutions such as Citibank, Bank of Hawaii, First Hawaiian Bank, and Bank Pacific. He works with a staff of ten (10) active fulltime collectors and one (1) administrative assistant, ensuring efficiency with respect to the handling of delinquent accounts. With his staff, they work together in regards to vehicle repossessions and their dispositions, mortgage loans, unsecured loans, credit cards and commercial loans and their dispositions. When he assumed his post as General Manager in October 2010, Mr. Sablan handles the operational affairs involving both the In House Collections and Field Departments of UPCA Guam and Saipan.

Clemencia (Menchie) Cortes, Guam - Controller

A Certified Public Accountant with a degree in Accounting from the University of the East, Manila, Philippines, Menchie Cortes Amador had 18 years of teaching experience in Accounting and 15 years as Accountant/Finance Officer of Garcia College of Technology in Kalibo, Aklan, Philippines. Before joining UPCA in September 2006, she had been the Accountant of Academy of our Lady of Guam for 1-1/2 years, and Branch Controller of Metrobank, Guam for 2 years. Mrs. Amador has a record of being responsible for the recovery of her previous employer in the Philippines from a negative owners' equity to a remarkable 2000% increase in a period of 15 years. She handles the Accounting and Financial Management of UPCA and assists in its marketing and client relations as well.

Mirasol J. Hernando, Saipan - Operations Manager

Ms. Mirasol J. Hernando had five years experience in Collections and Administrative work for UPCA Saipan. With her remarkable performance and commitment to the company, she was entrusted the position of Operations Manager since 1997 to present. She takes charge of the over-all operations and administrative functions of the Saipan Office under the direct supervision of the UPCA General Manager and Controller. She is the direct contact for client updates and debtor's account information

Elizabeth Sharrock, Guam - Office Manager

Ms. Liz E. Sharrock used to be the Admin Assistant for the Field Department, handled Cashiering and recently been promoted to Office Manager of Guam Office. She acts as the Compliance Officer, Systems Administrator and processor for Repo/Field activities, as well as In House Accounts updates and Officer-in-Charge in the absence of the GM and Controller.

Lydia M. Manila, Guam - Supervisor - In-House

Ms. Lydia M. Manila had been a Collector for 5 years and presently takes charge of the In House Collection Department. she is also the point of contact for Client and Debtor inquiries on Collection activities and any information about In House Accounts.

Herman A. Hocog, Supervisor - Repossession Services, Guam

Mr. Herman A. Hocog had been a Collector for 12 years and presently takes charge of vehicle Repossession Services. He is also the point of contact for Client and Debtor inquiries on Collection activities and any information about Repossession services

Collection Staff

The remaining members of the collection staff are all seasoned and well versed in collection "Do's and Dont's". Each collector is tested semi-annually on the Fair Debt Collection Practices Act. The test is a form generated by the American Collectors Association and is administered from the ACA website.
